City project list, philosophy statements and Library Square signs all on Sept. 11 Council meeting agenda.

Work Session- Items of Interest

The Council will:

•receive a briefing regarding an ordinance that would create an overlay district at Library Square that would allow the Main Library and The Leonardo to hang large temporary signs on their structures. The proposed district also would allow the small shops in the Main Library’s Urban Room to advertise their presence on the outside of the building. Exterior signs are currently limited on Library Square.

•receive a briefing on the Mayor’s recommended budget relating to the City’s Capital Improvement Program (CIP) for Fiscal Year 2012-2013. Capital improvements involve the construction, purchase or renovation of buildings, parks, streets or other physical structures. Generally, projects have a useful life of five or more years and cost $50,000 or more.

 oDiscuss the 1300 South Viaduct – 500 West to 700 West Feasibility Study.

 oDiscuss other capital improvement issues and needs.

•hold a discussion to review philosophy statements. The Council met in January to discuss priority focus areas and requested that staff provide draft Philosophy Statements for review and refinement by the public. The following philosophy statements have been adopted: Economic Health of the City, Arts & Culture, Neighborhood Quality of Life and Transportation & Mobility. The remaining philosophy statements will be considered: Sustainability, Parks & Open Space, and Education.

•receive a mid-year legislative briefing and update from the Administration on State Legislative proposals regarding billboards, Ski-Link and historic districts. The Council may also discuss other legislative issues raised by the Administration or by individual Council members.
